Golf Cart wheels And tires

I have a seven year old black lab. we live on a farm and ride around in a golf cart to get from place to place but she bites at the tires. im afraid she will hurt herself or that one of us will accidently hurt her, we have tryed to put her in her cage but she hasnt lived in one her whole live and makes suck a big deal about it that we just have to let her out. any suggestions on stopping her from biting at the wheels?
sometimes she rides with us but she gets in the way of the pedals, drools on your leg (sometimes its cute but sometimes it just ticks you off), and half the time she gets on and then whines 30 seconds later to get off.
Keep her in her cage weather she likes it or not. Giving in to a dog lets it think that it's the leader and you're not.
