do i need a voltage reducer?
i have an ez-go 36v (6 battery setup). i want to hook up some 12v accesories, and i was told that i would only need a reducer if i had a 48v setup and i dont need one for my 36v golf cart?

If all the batteries are connected in series, all you need to do is connect your power wires to the terminal of the first batteries positive terminal and the negative terminal of the second battery. Otherwise you will need a voltage reducer.
You can test the two-battery setup with a voltage tester (recommended) or simply get a 12-volt automotive taillamp bulb. If the bulb is too dim or it immediately burns out, you've done something incorrectly.
The accessories you are installing, if rated for a maximum 12-volt usage, will burn out prematurely if the voltage is too high.
If you don't understand electricity, why don't you talk to an electrician or have a professional installer work with you?

What voltage and watts rating solar panels do i need to charge a 48v battery on the go?
My father lives on a small property and he uses an old golf cart to get around on it as he is getting on. I would like to install a solar panel or panels to charge his battery while he is out and about but i also need to be able to plug it in to charge overnight as I realise the solar panels won't be able to hold a full charge. Any information would be of help. a suggested setup with some specs would be fantastic!

You will need about 56 V. to charge a 48V lead acid battery bank.
Without a watt/hr. rating for the batteries, I can't give you a firm
charge rate, but 10 A. should be 'ballpark'.
(That'll be a heck of an expensive lot of panels.)
